In FL the CTR is similar to those in the midwest. The pace is about 6.5 mph. SEDRA rules are similar to ECTRA's. And you are correct a horse can learn a lot by doing a year of CTR. In FL many riders do both. Many endurance riders start young horses in CTR's and skip LD's.

I had the opportunity last week at the Shore to Shore to see the midwest in action where there were 50 mile endurance horses, LD horses, 25 mile CTR horses and 50 mile CTR horses all on the trail at the same time. It worked out just fine.

The one thing the CTR does is teach the rider how to pace at a 6.5 mph pace - if they want to learn.
