The ranger gave the RM a pretty good dressing down and I think she deserved it. That wasn't a problem with the rule, it was a problem with application by the ride manager. In that example, a simple warning, an explanation of the rule, would have sufficed: "Sorry, but you're not allowed to have un-entered friends riding with you while you're riding an AERC ride." No penalty was called for, unless they continued riding together after that.
