I agree.  I think the list can then address a lot of issues:
   -- problem riders (non-payment of fees, formal suspension, formal  
sanctions, etc.)
   -- problem managers ( unsafe rides, non-payment of legitimate  
refunds, etc.)
   -- problem horses (unruly horses of any gender - DQd from rides  
for dangerous behavior, etc. )

It would provide a place for both managers and riders to look, rather  
than relying on luck, or word of mouth, or asking on Ridecamp.  This  
list could be kept either online, or published in EN.

Other organizations have similar lists -- I don't see why AERC  
shouldn't have one.  I think that the list is generally limited to  
individuals or equines who are in violation of published rules, as  
determined by protests, formal investigations by the governing body,  
or non-payment, etc.  Things that can be documented and  
substantiated.  It wouldn't cover everything, but it would be a start.
