When the gov. has a law that
it is not legal to sell horses for slaughter, it is telling people that they
can't eat horsemeat. When the slaughter plant rules are arbitrarily
changed for the specific purpose of preventing the slaughter of horses
they are telling you can not eat horses.*
As far as claiming that if a
persons personal food preferences does not include a specific animal, they
should not hold that it is fine for other people to eat the animal that is
hogwash.. I suspect that almost all American Jews, who do not eat pork,
and who would give reasoned arguments as to why it is against the Law
(Christians call this "God's Law"), would also say that it is "fine" for
non-Jews to eat pork.

*I would be very willing to bet that over 80% of
Americans have never killed, gutted, butchered, cut and wrapped any animal
except fish. Most hunters who harvest large animals stop their processing
when the animal is gutted, and hire a professional to do the rest. When
you choose one species of domestic animal and effectively force folk to do all
of the labor involved in the preparation for cooking you effectively ban
its consumption.
