I was on my way to a ride and stopped for gas, and a state official came up and wanted to see original coggins and health certificates, and he matched the papers to the horses. So the papers can be checked anywhere, not just at rides. This was in Oklahoma, and they are strict about these things. It is easier to comply, than risk the hassle.
