I could be wrong, but, I believe it is illegal to sell a horse without a coggins. (At least it was in MI). Therefore it is the sellers responsibility. But then again, if you REALLY want a horse that doesn't already have one, it would probably be quicker to just have one done at your expense than to argue it out with the seller. fwiw

As the semi-recent buyer of an out-of-state horse, I had to pay for the Coggins.  However, I also had a vet check done, and waited for the results of that before deciding to buy and shelling out the cash for the Coggins.
