But the horse isn't the carrier - that's the point, isn't it?  Yes, if it
shows up in a horse then a mosquito is somewhere around - but the mosquito
picked it up from a bird - wild or domesticated - not a horse.  You can
stand right next to a horse with WNV and be bitten by a mosquito right after
it bites the horse, and you will not be infected with WNV.

What's the solution - do we microchip all the wild birds?  Of course not.
Tracking horses won't stop WNV or VS or rabies from being transmitted.  I
guess that's the point I'm trying to make, as usual in an awkward way...

Yes, WNV is not a contagious disease, but it is a communicable
disease that, if a horse was infected with it, would present a risk
to humans.  If  I lived in an area that had no evidence of WNV and
someone brought a horse in known to have WNV, for sure I'd be a
little concerned about becoming infected.  Since we were discussing
reasons for NAIS, vector driven diseases could be pertinent to that issue.
