Actually it is not that grim.  Under UMECRA competitive riding * rules if 
there is not enough "natural" water, the RM can put water on the trail and 
declare it to be natural water.  Even in the wet Midwest I have done that 
when needed.  What is prohibited is a crew meeting a rider and giving the 
horse water.

country except the Midwest.
