Subject: static electricty while training new horse

Got a bit of a problem since moving to dry climate with static electricity shocking new horse I'm training. Made lots of progress on this 4 year old that had not had a whole lot of contact with people but at different times gets static shocked. Was taking off halter this time after good progress with foot training and? got zapped. Has happened at different times and becoming leery. Does anyone have similar trouble and what do you do?
P.S.? Have rubber boots on and leather gloves
