I would suspect , you might could do it, using some form of clicker training technique. You do have to find a way to motivate the horse....

If anyone has a website on folks teaching horses to find downed game,
please email me. For 25 years I raised and trained Bloodhounds to scent
discriminate and find lost or missing persons.  Sometimes I worked a hound
off-lead while on horse back. I always dreamed of being able to train and
ride a horse that would scent discriminate and track people like a
Bloodhound. Can you imagine being able to track someone by using a 24lb.
nose and riding in a saddle!  Bob
