The good news or bad news - depending on how you look at it - it will all be overcome by events when the feds start tracking interstate movement of horses. It won't be long till they will have to be chipped for interstate travel. It's coming. Since FL uses one of the two USDA approved livestock tracking databases, any state will have a hell of a time claiming that FL form of ID is not sufficient.

FL horses have gone on line, we have E-Coggins and E-health certificates. My vet digitally signs them - digital signatures are recogonized by the federal government as legal and binding so by default they are recogonized by all states. My Coggins comes as a PDF file from my vet that I print out. Same for my health certificates. The databasce contains all the health info and records on the horses and photos of the horses. If they are chipped - that info is in there alos. When I leave or enter FL, the ag officer can pull up the record and check the picture on file against the the horse. FL was the test case and now 5 other states are coming on line. Eventually all will be required by the USDA to use it and it will be used to track the interstate movement of horses. That is the wave of the future.

Up till now I've not had a problem, but if I do, I'll pay them for whatever they think they need and file a complaint when I get back home. I suspect at some level there are agreements between most states on the interstate transport of livestock.
