It's not uncommon! Some people (sellers) seem to think the piece of paper is more valuable than the horse. The AHA does have procedures for such cases. I was able to negotiate a price that was much lower than the original price for the papers for a horse I owned. At the time I bought him, I didn't think papers mattered, but when I decided to sell him, I realized they did.
