I know its a stupid question -- but if a horse gets a leg under a ramp,
why
can't the ramp be lifted and let the horse get leg out and then stand up?

Usually, when such accidents occur, it is because the horse reacts
immediately and violently to being "trapped" and there is simply no chance
or time for human intervention.  That's been the case in virtually every
such accident I've known of.
