I don't think so, it's mostly tradition. I've long felt that the forced holds are more for the riders' benefit than the horses; that is, a lot of riders want them.

Do you know of any Marathons that make the runners stop for a half- hour halfway through? I don't. A runner who is training avoids stopping, if traffic forces him to stop he will "run in place" while waiting.

It seems to me that every time a horse stops for more than a couple of minutes his system begins winding down and has to crank up again when he starts back.
