I suspect there are quite a few old scores to settle over there! But that is an interesting question. And now - will it really make a difference? I do think the majority of the drug use in this sport was (is) limited to the UAE, at least the culture of drug use. No doubt there are others that can and do get away with some substances, but takes a certain environment to harbor more than that: a long chain of command where the rider is very detached from the management of the horse, high stakes for winning (money or glory), money for research (to stay a step ahead of the testable substances), and high incentive for cooperating or turning a blind eye (money, glory, job security...)

for the horses' sakes, and for the sake of the sport, I truly do hope they get a handle on it.
