If the rider took the horse onto a trail that was not being used by the ride, or used a marked trail after all the contestants had finished, then I would agree with you. That isn't what happened.

The horse was DQ'd for being a potential hazard, and the person rode the horse in the event *anyway*. Rule 2.1.5.2 applies, as this person first entered the event, and then was DQ'd. This isn't someone that just happened to show up at the venue for a private trail ride.
