I had a rider bounce a check to me last year for my ride.  I called the AERC office as my ride results had not been officially published in Endurance News yet and they were willing to change that rider from completed to DQ if I did not receive any funds.  I notified the rider of such and had payment within about a week.  I would suggest that if all ride managers employed this policy, hopefully the problem riders would learn.

 

As for the RM that has kept said funds, unless you have something in writing about a refund policy, I'm not sure what kind of recourse there is available.  I'm sure getting the word out as you have will have effects on that person's next ride if they choose to manage again.

Riders can be sanctioned - denial of entry - for non payment of fees. I
assume the same or similar sanctions would be levied on a ride manager
for failing to fulfill the contract of entry.
