Steph, the comment was directed to the WEC not FEI - look at the title. Of course there are countries that have no organization such as the AERC and hence if they want endurance - it is FEI. Of course there are reasons to have horses in the barn. But on race day in the WEC - you show up with your best or don't show up at all.
