Hi Karen--
It is perfectly ethical and legal to do so. The same way it is perfectly legal and ethical to not refund fees after a certain date if they cancel or are a no show, thereby not receiving the service they paid for. Lots of businesses operate this way. There are costs involved in running the business of AERC, and prompt payment of it's members dues allows the AERC to function more efficiently and cost-effectively, especially if it is not expected to wait for late paid fees and to continue providing full services to it's members who are in arrears. How long would you continue to show up for work if your employer were up to two months late in getting you your paycheck? Or, conversely, how long would they keep paying you if you didn't show up for two months? Dr Q
