not quite. We established that all horses must be examined when they  
are withdrawn from the event. But the examination is not the  
"withdrawal" - the exam is required of all animals that are  
withdrawn. So the sequence is, 1) you determine that you will  
withdraw followed by 2) an evaluation of your mount. I coined the  
phrase "post withdrawal exam" to indicate that sequence.

So, yes, you can withdraw without seeing the vet, but having  
withdrawn, you must go see the vet (or you will be disqualified and  
thus receive a DQ?? for having violated a rule.)
