I think, agreeing with Barbara,  the RO-M would have been stated by  
the rider at the time of withdrawal. The post withdrawal vet  
evaluation should also have been performed at this time.

The 1-2 hour later event should not be cause to modify the pull code  
(IMO) as it is occurring after the horse has been eliminated from the  
competition (and after the post withdrawal vet evaluation).  
Simularly, if there were a completion (along with passing the final  
completion exam), and 1-2 hours later, the horse was in metabolic  
distress, the completion would not be modified to a metabolic  
elimination.
