I'd say just proceed like a normal horse - put it on and let her run around in a round pen for awhile.  But then again, I don't use cruppers!  Someone else probably has better ideas.

Well, there WAS the time my girlfriend did just that with her new horse--just put it on and let the horse run around the round pen for a while.  It was a nightmare rodeo, becuase the horse literally ran on her front legs with her back end in the air bucking straight up.  For 20 minutes!  We couldn't get her stopped and of course, couldn't get the dang thing off or loosened up.  This horse ended up with a sesamoid/suspensory issue that took all winter to heal. 

I recommend the slow, gentle approach, put it on loose and walk the horse in hand in the round pen, so at least you have ahold of them and can get it off if they object the first time.  Maybe put it on loose, and tug on it a bit before you start moving, let the horse realize it's back there, and not some monster that's got it by the butt. 

Not all horses require such a cautious approach, but my friend sure wishes she had gone slower, because she has never been able to use a crupper on this horse, whose saddle tends to slide forward a bit. 

OTOH, my mule loves to have her tail and butt scratched, and took to the crupper (like most equines) with no problem at all.
