I had a long conversation about the Coggins regulation a couple years back with a Dep Commissioner of Ag in charge of Animal industries. What he said was the law says a Coggins has to accompany a horse in FL when it is being "moved." Being ridden falls under their definition of being moved. I've been check for Coggins on the trail while riding twice in the past two years. One was by Fish and Game law enforcement (most DOA land is a WMA) so both Dept of Ag law enforcement and Fish and Game law enforcement have jurisdiction. I've also been checked by DOA law enforcement. I think if you ask anyone that rides regularly in Seminole State Forest you will find they get checked regularly on the trail.

As far as organized events, if a DOA inspector shows up and finds a horse without a negative Coggins - both the owner of the horse and the event organizer can be fined. While the organizer can't fine a person - they can call DOA. An Ag inspector showed up a ride on the Panhandle a few years back and checked all the Coggins.

At a KY ride several years back a KY ag dept agent showed up and got quite up set when not all the paperwork was in place for all the horses. He didn't fine anyone but did write warning tickets and warned that he would be back to that ride and the next time it would be fines. Of course as far as I know that's the only time they came.

The Coggins laws are somewhat silly but in reality I'd rather we have them than not. They won't stop everything but they will make it more difficult for people to bring infected horses into FL. We had 19 horses die from EIA last year. It's somewhat a nuisance - but a copy of my Coggins is on my horse. The way I look at it if I come disconnected to my horse at least he has some identification.

It doesn't specify who is responsible for enforcing this rule at "assemblies". I don't have the power to enforce the speed limit on my road so why would I have the authority to enforce an agricultural rule? (and it is worded as a rule, not a law) As it is, a horse could be exposed and infected days after testing but still be negative for the next 11 months or so.

Of course, if I were putting on a ride and someone showed me an out of date coggins, I would turn them away. But, when would I see this paper? AFTER they had already unloaded their horse and have probably been on the property and around the other horses for a day or two. What good does it do at registration? What good would it do for a park ranger to ask for your paper when you have been riding and camping with other horses for a day or longer? The time for it to be enforced is BEFORE the horse is unloaded from the trailer.



I think the Ag. Dept. realizes the "coggins paper" is just about as worthless as it can be. It is just a way for them to LOOK like they know what is going on. JMO.

I don't know about any other state but in FL you cannot "move" a horse without a negative Coggins. By move that means even riding it. When we ride on public land we have to carry our Coggins with us - and you will most likely have it checked at some time or another. When you transport a horse on public roads you must have a Coggins with you. That's the law. I think most states in the East have similar laws, however, they might not be a stringent as Florida's.

Since a horse cannot be moved without a Coggines - if you are buying a horse he/she needs a Coggins before you buy him unless you are not going to move the horse.

If I were buying a horse, it would have a negative Coggins before I considered it.

As far as health certificate - which requires a negative Coggins - I view as a private treaty between seller and buyer. Generating the paperwork for a health certificate I consider part of the vet exam. Normally the buyer pays that.

be requesting the horse have a clear Coggins and health certificate

the check was handed over to the seller. It is probably negotiable who
pays
the vet. Do any of the states even regulate who pays for the tests?
