The health cert. is specifically for moving the horse and requires the
"from" and "to" locations. Personally I think it should be the
responsibility of the buyer.

If the horse is positive it can’t be moved, right? If I were the buyer

be requesting the horse have a clear Coggins and health certificate

the check was handed over to the seller. It is probably negotiable who
pays
the vet. Do any of the states even regulate who pays for the tests?
