[RC] Coggins - sherman

If the horse is positive it can?t be moved, right? If I were the buyer I?d
be requesting the horse have a clear Coggins and health certificate before
the check was handed over to the seller. It is probably negotiable who pays
the vet. Do any of the states even regulate who pays for the tests? Which
state are you referring to?
