There are a couple of exceptions:
1. Griz and Polar bear are apparently very certain that they are on the top of the food chain and need little encouragement to assert that right. (8 ft alligators and Nile crocks may also be in this category)
2. When sufficient time has passed under complete protection. An example is the news stories of Cougar attacks in CA, here in the Bitterroot few have ever seen them, the difference is here the population is managed by hunting.


My bottom line: Not only to people have to learn not to encourage attacks by animals, we also need to train them that they should stay away.
