Well these horses can sure get some nasty stuff. None of our horses got the "elephant legs" thing and our vet lanced a few of the bigger swellings including one under the chest and only got pus, never much blood, so I don't think we had the purpura hemorrhagica. We definitely suspected that the flies were the carriers.

legs.  Dr. Byerly explained that it was blood
collecting in her legs.  That her blood vessels were
bursting and hemorrhaging inside of her.  It was one of
the most awful things I have ever seen in my life.

There was a coincidental outbreak of distemper on a
facility down the road from us.  We suspect that was
the originating site of the bacteria that got into her
system (probably from flies - dairy cattle area) which
caused her difficulties.  At any rate I'd like to know
if Pidgeon Fever can lend itself to the same type of
situation.
