You go right ahead and "set up some other mechanism to deal" with potential abuse, Truman.  Knock yourself out.  I for one, am tired of being maligned by those who sit at a computer and complain, but don't do anything.  I spend many hours a month setting up mentors and talking to people about how they ride/train/race.  You can have the job, because to tell you the truth, I am sick and tired of it.  I went to Tevis to crew for my good friend Kim and to get away and have a good time, and all I heard all week was the BAD things that go on in this sport--and everyone who spoke to me about a problem wanted the Welfare committee, or me, to just *solve it*.
 
You were at the scene of a potential abuse problem last weekend---did you file a protest?  Until YOU "fix" the system, which you seem so good at proposing, filing a protest is the only way to deal with these problems after they occur.  I sure as hell can't file a protest from 1200 miles away and only hearing about it third hand and many days later.  Put your money where your mouth is.
 
Another issue touched upon by Kim is that everyone wants to overhaul the whole system for one isolated incident.  Without the internet to spin this yarn and expand upon the truth, most people will never experience that sort of abuse at a ride----because it is an isolated incident.  BTW, the horse in the Mariposa issue was permanently removed from the rider's possession--that changes the story somewhat, doesn't it?
 
I will not apologize for my shortness on this issue. We are dealing with a true life and death issue in my family and to tell you the truth, this all pales in comparison.
 
Go ahead, Truman, set up a committee or a posse or a firing squad to deal with all this---just leave what our committee has tried to accomplish, alone.  You have no clue.
