I have a pair of cheap-o “wind pants” [nylon with zippers at the ankles] that have a company logo on them that I use over regular tights. They provide a certain amount of win protection and an extra layer to keep heat in. If I invested more in a good pair of athletic wind pants I suspect this set up would work even better.

 

One drawback – they are slick on the saddle so if you have to hold on tight with your knees, you may have an issue ;-)

The Wind Pros are rather expensive. About $110 after shipping. Yikes.

Has anybody tried using some sort of over pants over regular tights. Like Tuffrider Insulated Overpants

They are lined with fleece, but like you said, not waterproof...those puppies cost TOO much for me.  And these were $79.
