Re: [RC] coggins - customary - sandydsa

I do have a question (aside form the horror of having yet one more venue of government interference in our lives) - is the provision that whenever a horse leaves its home, t must be reported - is this still part of the proposal? If so, we would never support this proposal - I cannot FATHIM having to do this every time we rode a horse off the property. I can hardly remember to log my wormings into my own computer. Is this still part of the proposed plan?

Hopefully I will not start the "flame war". This difficulty of horse ID is
a good reason for the national animal identification system. See the
article in the most recent AHA magazine. about the adoption of a chip,
standards etc. 
 


Looking down the road, the readers will come down in price. There is no
reason for them to be more than $50 if mass produced. Then any person, with
no special horse knowledge, can run the scanner down the horse's neck, and
compare the number with he number on the coggins papers. The investment in
a scanner (the cost could often be shared among RM's in a state or area.)
would be well worth it and would speed up the whole process. 
 


As has been briefly mentioned, you do not want to have your horse at a
gathering with a positive horse. At the minimum, you will face a long
quarantine, and the cost of multiple Coggins. The regs about trail rides
etc. vary greatly. In WI whenever two or more horses meet by
prearrangement, coggins must be examined and records kept for a year. In MN
you only need to do this if it is a contest that gives prizes. That is, a
recreational trail ride is exempt, even if you pay a fee but a distance
riding competition is not because of ribbons etc. 
 


IN MN and WI it is common practice for ride managers to request a copy of
Coggins to file. When I managed when people showed up only with original I
made them copy the relevant info from the coggins paper and filed that. It
was enough of a pain to copy by hand that I don't think anyone did it more
than one time.
