Most of the crosses that I have followed up on aren't that tall.  I would think that was the little bit of the Tb expressing itself!!!  (Tb not to be denied! :).
I've seen them in the 15hh range to 16hh. 
However, I am used to big horses and have ridden primarily 16.2 - 17+hh horses.  So, that doesn't phase me.
But I can see that in endurance, a smaller horse (ie not 17hh) might be better.
