I propose that we ban slaughter in private hands and let the animal 
shelter folks take care of it. Instead of putting horses to sleep like 
dogs and cats, they'll be responsible for humane slaughter on their 
property and send meat to local consumers, like dog kennels, zoos etc 
and make some money back for care of horses. Of course this will happen 
after trying to find homes for the horses like other pets and only 
applies to approved animal shelters that are in it for the animals not 
for the money.
Just an idea to keep the unwanted horses close to where they live, not 
across the country to get killed for more humane ending to their lives 
and also solve peoples problem of not being able to afford a vet visit 
to put their horse to sleep.
