The errors in the pull codes in the AERC database are not random or
without bias.  They are skewed towards "RO."  And this bias will
continue for as long as anything other than an RO is considered a
punishment.

With a database as large as the AERC's a fairly
high error rate could be tolerated.

However, the 40% that Allison reports is more than just "fairly high."
