At this point he has not actually struck, kicked, or bitten anyone
or their horse, but I am concerned that he might

as someone who rides in the kick zone (my pony is only 13.2 hands) and
it feels like my knees/face are at a kick level.  i would suggest that
you  correct your horse when he displays aggressive behaviors towards
other horses. one way to prevent him from displaying aggressive signs,
it to get his attention back on you. ask for a extended trot, ask him
to slow down, side pass, back, or spin him if needed. anything to get
him "thinking" about you and not the other horse.  good luck!
