Too many times they are passed based on what people "think they will accomplish" with little or no real scientifically valid evidence that they will. Too many times I think it's more about ego's and intransigent positions than what is in the best interest of the horse or the organization.

The head vet has a lot of latitude to implement rules if they feel it will increase the safety factor for the horse. The head vet can dictate the pulse. They can dictate an exit CRI. They can dictate the hold times. They can dictate tack off to allow for additional cooling. They can dictate a 30 minute vs. one hour recovery time at the end if they want.

I don't see any need for new rules on this - leave it to he head vet to decide if they feel one hour is too long then they can modify it.
