Have used splintex on two horses and it really seemed to pull them down.  Old
timer from Santa Barbara 40 years ago said the best way to bring down a splint
is to use 7% Iodine and 50 % glycerine and rub it on every day(really rub it}
until the hair starts to come off.  Skip a few days then go back at it.
