If it is very far from camp, there should be a vet there anyway--and in that case, all the more reason to present as soon as the horse meets all the criteria.  If there is a shorter walk to camp, then there really is no excuse for the horse not to be down below the pulse criterion when he arrives.

One thing to consider if completion was only 30 minutes after an endurance ride  is that the finish line is sometimes quite a ways from camp.
