I heard that sort of excuse and more the first time I used a 56 pulse--in fact, there was quite a bit of consternation at the ride briefing.  But y'know what?  Everyone rode accordingly, and not one horse had trouble meeting the 56.  (And it was a large ride.)
 
One of the most stridently vocal opponents of the use of the 56 pulse that first time is a highly experienced rider and crew--his wife has ridden quite successfully at an international level as well, and I highly respect both of them.  Post-ride, he came up to me and apologized profusely for his negative attitude at the ride briefing--and in fact, complimented me on how well it had worked.

I don't think I'd support lowering criteria to 56 in most cases.  That gets into the range of where my horse jumps to just because she sees something 13 miles away, at least when she is supposed to be recovering.  She recovers far faster when she's chowing and drinking and I quit fussing, so I'd prefer to get on to the real resting that needs to be done at the hold.
