Can you get an equine massage therapist to volunteer their time on him???? Perhaps check to see if there are any schools or students in your area  who need the practice! I would start there, then once his muscles have  relaxed a bit ( and that could take a few sessions) try some chiro work.  If you see improvement keep up the massage stuff, it will probably take awhile to get him going again....it probably took a  long time to get this way!:-)
