Originally we were simply listing diseases that horses got that humans could get from them. I mentioned the vector borne diseases separately because while people can't get those diseases from horses *directly*, being around horses with vector borne diseases does increase the risk that a human could get them *indirectly*. Whether or not WNV is in that category isn't particularly important for that point.
