Considering that the US ports are reportedly inspecting only about 6% (I probably have that wrong, it may be lower) of all cargo shipments coming in from overseas, microchipping and tracking horses seems a bit much, doesn't it, as far as a national security issue.
 
Anyone watch Lou Dobbs on CNN?  He has incredibly in-depth coverage of our border crisis.
 
(and if there's any question, I think this is endurance related since it will greatly affect travel with our horses - just getting health certificates costs about $30 minimum, for each ride out of state, for example)

This link is a personal opinion, but is the easiest way to get you to the NAIS plan.  Read his take, but be sure you go to the government link on NAIS and the ?Draft Strategic Plan? menu item he references. (It?s a PDF file and takes a while to load)

 

Considering how porous our borders are right now, I think registering our ?premises? and each of our animals (including chickens) with the government is a ?slight? overkill. JMHO.

 

This is just ?heads up? info on where we?re going with this?.think lots of bureaucracy, paperwork and probably more $$$$ to own and travel with your horse in the near future.  Note that Tennessee is already ?voluntarily? implementing this. North Carolina is implementing some of this as part of the Southeastern states ?Event Permit?. Note that in NC if you chip, YOU must carry a chip reader.
