I totally agree, Heidi
And I myself have bought back 3 horses that the owners could no longer care for. I already pay a fortune in AHA fees and do not need some hypothetical scenario to cause me to pay a horse "tax."
I, too, screen my buyers and have refused to sell several horses to various buyers due to various reasons; however, you cannot keep track of your offspring unless the buyer is willing to do so. I have been pretty lucky yet I understand there are no guarantees in life.

We've come up with an idea, kind of like the 'disposal' tax you pay on tires when you buy them.  When you are involved in breeding a horse you should be d starvatrequired to give $100 to a general rescue
