Utopia or not anyone involved in Horse Rescue to any degree can appreciate where you are coming from. There aren't any answers right now. The only way to possibly control over breeding / population would be government regulation on the Federal level. For example: In order to breed horses one would have to be licensed. Now, I don't ever see that happening in this country! But one never knows.
