Almost correct. You can participate in CEI events internationally if you are a 
member "in good standing" of USEF and USEF nominates you to enter the event. 
This is generally not so difficult and costs $75/event (as I recall - on top of 
your IHP dues and USEF membership and horse passport etc.).

Bob's comment is specific to the criteria for nominating to be considered to be 
on the US Squad - This process (pointers sent earlier) is specific to how to be 
selected to represent the US at championship (CEIO and CEI****) level events. 
To nominate, you have to be a member in good standing of USEF, AERC-I, and AERC 
and a citizen of the US.

(p.s. I think, for example, that Steph will be riding in a South African CEI 
event this coming week-end. She only needs to be a "nominated entry" by USEF 
for that to happen (that takes IHP dues, USEF membership, and $75 - and the 
blessing of the USEF IHP organization:)
