He refused to allow any of the kids to use a saddle until we could 
stick 
like glue to the horse.

I ran a farm where we boarded a few kids' ponies. A doctor owned the farm
and she voiced concern that these kids were galloping around bareback and
was afraid I wasn't being careful enough about their safety. I pointed
out to her that I required helmets, but preferred they go bareback
because kids couldn't be trusted to check their girths or get them
properly tightened, and then there was the possibility of getting hung
up, or if the pony fell on them it would be much less likely to hurt them
without a saddle.  I just felt it was safer all around for them to be
bareback where they'd fall clear. She decided she agreed with me. We
never had a kid get hurt.
