In the situation you pose there is no possibility of contradiction. The AERC Rules prevail as the ride would be first an AERC Ride and second an FEI Ride.
 

possibly. I found out last spring:

1) that there is no stipulation in the USEF/FEI rules and/or procedures that an entrant in a dual sanctioned event actually MUST enter both the AERC AND the FEI event. (i.e. it is possible for one to enter only the FEI event, and not enter the AERC event just like it is possible to enter only the AERC event and not the FEI event).

2) that the FEI rules specifically restrict any "national" rules from being used at an FEI "International" event.

The first item certainly opens the door for lots of issues (like the AERC un-entered competitor rule as it might related to an FEI only competitor riding along with an AERC entrant). But the second item clearly contradicts your comment re: AERC rules prevailing.  International (CEI) events would be in violation of the FEI rules if they were to have National rules in place. In the case of the US, the "National" rules are those which are defined by the USEF Endurance Rules (not the AERC rules) and in the area of Junior competitors, the USEF rules currently follow the FEI (as I recall).

(p.s. please note that there has been only 1 endurance event ever held which used the USEF endurance rules. It was b/f my time, but it was an event (CEN) which was held back at Gladstone I'm told. Other than that, all US events have been international (CEI) and the FEI rules are the ones which apply.)
