there is the 500mile requirement which could be called a
"qualification"; as could the required letter from parent or
guardian.

Maybe more clearly stated; "... require a sponsor
without consideration of the letter"?

Also, the USEF endurance rules, which follow the FEI rules in this area,
go the other way, they do not require a sponsor (without consideration of
the letter) and some argue that the USEF/FEI rules prohibit a junior
riding with a sponsor. So dual sanctioned FEI/AERC event which have
Juniors competing have a (potential) problem as the rules between the two
organizations are arguably contradictory in the area of junior
sponsorship.
