AERC allows an unsponsored Junior to ride as  senior with a letter from the office.  There's no qualifications on this.

there is the 500mile requirement which could be called a "qualification"; as could the required letter from parent or guardian.

I also agree that requiring an unsponsored junior to ride only at the pace of the sponsor is a handicap in the senior placings but not everything is fair in life.  There are very few RM in other than rides like Tevis who require a sponsor when there's a letter.
Maybe more clearly stated; "... require a sponsor without consideration of the letter"?

Also, the USEF endurance rules, which follow the FEI rules in this area, go the other way, they do not require a sponsor (without consideration of the letter) and some argue that the USEF/FEI rules prohibit a junior riding with a sponsor. So dual sanctioned FEI/AERC event which have Juniors competing have a (potential) problem as the rules between the two organizations are arguably contradictory in the area of junior sponsorship.
