[RC] Unsponsored Juniors again - Michael Maul

AERC allows an unsponsored Junior to ride as senior with a letter from the office. There's no qualifications on this.

AERC also allows a ride manager's local judgment in matters of safety to require a sponsor. I think Tevis is a tough ride and agree that the sponsor requirement is certainly useful even with a unsponsored letter.

I also agree that requiring an unsponsored junior to ride only at the pace of the sponsor is a handicap in the senior placings but not everything is fair in life. There are very few RM in other than rides like Tevis who require a sponsor when there's a letter.

Overall I think it has little effect but I appreciate your point of view on this.
