Is there some kind of a master list of freeze brands for BLM mustangs? Also, would event the BLM really know when the foal was born unless it was born in captivity?

I was at a competitive ride once and a BLM mustang was entered. When he vetted in, the vet asked him the age of the horse. The rider said he was 4 yrs. old. The vet looked in his mouth, then read the freeze brand and told the rider that the horse was 3 yrs. old. The rider was surprised because he was going by what the adoption people told him when he bought the horse. They made a mistake I guess.
 
The horse was not allowed to start the ride.
