I will let you know what I find out, but so far it would seem that the boots may be too big, and causing the problems.
Do you find that your boots may be large?
I do wrap, but that doesn't seem to matter...
And the areas you mentioned, plus right below the coronet band in the front of the hoof, also.
Odd, huh?

I had him vet wrapped well, and the boots weren't too tight, in fact not tight at all. The boots are a bit big, and that is why I made sure I had plenty of wrap on his hooves and heal bulbs. And the boots are not too high up the hoof.
This is the second time this has happened.
 
Any thoughts?
